Nu stiu cit si daca iti mai arde sa sti ce se mai intampla prin Romania si de aceea nu te-am plictisit cu astfel de noutati. Te mai anunt din cind in cind, poate la fel de inoportun, de unele preocupari ale mele asa – zicind stiintifice. De un numar de ani incerc sa fac cunoscut un model nodal de acces la retea, in definitiv un proiect nodal de piata de energie electrica. In SUA se foloseste pretul 'nodal' al energiei, nu si o capacitate nodala de transport, fara de care un 'market design' nodal, zic eu, nu poate fi conceput. Ti se va parea o exagerare, dar acesta ar putea fi un model - tinta pentru piata europeana. Dupa mine, evolutiile din prezent sint mai degraba confuze, pentru ca cei care se ocupa de piata nu sint prea familiarizati cu functionalitatea sistemului, si invers. De aceea, rolurile operatorilor de piata si de sistem au suprapuneri, se liciteaza un monopol natural, adica drepturi de capacitate de retea, iar pretul de piata nu este rezultatul unei ordini de merit adecvate. Congestiile interne si de transfrontiera se trateaza diferit, TSO-urile nu au nici resurse si nici motivatii sa investeasca in retea. Dupa cum sti, impactul congestiilor asupra pretului energiei este rezultatul licitatiilor, fie explicite, asupra drepturilor de capacitate de transport, fie implicite, atunci cind licitind-se energie se obtine automat si dreptul de capacitate. In brosura mea, (dau citeva extrase in http://j-constantinescu.org/___NodalDesign.html) incerc sa arat ca licitatia explicita este in mod clar o solutie proasta. Pe de alta parte, licitatia implicita, aplicata ca “market / price coupling”, este posibila numai pentru tranzactiile bursiere de energie si nu prea tine seama de responsabilitatile operationale ale TSO-ului. In modelul nodal propus de mine, se poate face alocare implicita de capacitate chiar si fara bursa, iar efectul congestiei asupra pretului energiei este mai predictibil. Modelul ar servi si la mai buna definire a Smart Grid, care ar trebui sa garanteze utilizatorului o capacitate la punctul de record la retea, independent de locul partenerului sau de afaceri. In speranta ca aceste idei de weekend nu vor fi prea indigeste, te rog sa primesti de la mine numai ginduri de sanatate si bine.

Dear Horia,

I do not know how much you care to know of what is happening in Romania and that is why I didn't bother you to often with new things such the one following. I let you know from time to time, maybe as much as inopportune, of some of my so called scientific activities. From some years now, I try to make known a nodal model access to the network, ultimately a nodal electricity market project. In US 'nodal' electricity price is used and not also a nodal transport capacity, without wich, in my opinion, a 'market design' can not be concieved. Maybe it will sound as an exageration for you, but this could be a model, a target for an European Market. In my opinion, present developements are rather confusing, because the people which are in charge of the market are not to familiarized with system functionality and viceversa. That is why, system and operators roles, are overalyed, so a natural monopole is bidded, namely capacity rights, and market price is not a result of a proper merit order. Internal and cross-border congestions are trated different, and the TSOs have no resources and no motivations to invest in the network. As you know,the impact of the congestions on the energy price is a result of the auctions, explicit on the transport capacity, or implicit when energy is bidded and capacity rights are obtained automatically. In my broshure,(some extracts can be found on I try to demonstrate that explicit auction is a bad solution. On the other hand, implicit auction applied in market /price coupling is possible only for centralized markets and do not take into account operational roles and resposibilities of the TSOs. In the nodal model, proposed by me, implicit capacity allocation could be organized, even without a market and congestion effect on the price is more predictible. The model could serve to a better definition of a Smart Grid , which coud guarantee to the user a capacity in the connection point, independently of the location of its bussiness partener.
